The changes may influence how homes move through the foreclosure process, but they do not eliminate all FHA foreclosure protections or guarantee inexpensive homes for investors.

Pandemic-era mortgage relief ended

FHA’s temporary COVID-era loss-mitigation options expired September 30, 2025, and the agency transitioned to its revised permanent framework on October 1. Eligibility for repeated permanent assistance was also tightened, generally with a 24-month restriction subject to exceptions. FHA borrowers can still qualify for foreclosure-prevention measures, depending on circumstances and program requirements.

Foreclosure bidding procedures changed

In January 2026, FHA updated lender bidding requirements for applicable foreclosure and post-foreclosure sales under its Claims Without Conveyance of Title (CWCOT) process. The revised approach generally requires a bid based on the Commissioner’s Adjusted Fair Market Value, subject to applicable law. These requirements apply to relevant sales scheduled on or after April 29, 2026. Changes to lender bids can affect whether a home is bought by a third party or proceeds toward government inventory; they do not guarantee discounts.

Some investors can compete sooner

FHA also eliminated a 30-day exclusive post-foreclosure sales period for certain CWCOT transactions and shortened the initial exclusive listing period for some HUD-owned properties from 30 to 15 days. For eligible properties, this can bring investor participation forward. It may also reduce the time some owner-occupants have without investor competition. Exact rules vary by sale program and property.

Are foreclosures rising?

ATTOM reported 40,277 U.S. properties with foreclosure filings in August 2026, up 13% year over year, and 5,794 completed lender repossessions, up 42%. These figures show an increase, but foreclosure activity remains below historic crisis levels. They do not establish that the FHA policy changes caused the increase. Mortgage delinquency, equity, employment, regional market conditions and foreclosure timelines all matter.

What about 50,000 homes under $20,000?

Viral posts suggest the administration’s changes will put more than 50,000 homes on the market for less than $20,000. There is no substantiated nationwide HUD announcement supporting that claim. A foreclosure filing is not a property listing, and an auction opening bid is not necessarily the final sale price. Buyers should verify each listing, title status, property condition and auction terms before relying on a claimed bargain.

What buyers and investors should do

Monitor pre-foreclosure, bank-owned and HUD-related listings in target markets; compare prices against recent closed sales; budget for repairs, taxes, insurance and financing; and investigate liens, occupancy and title. A lower asking price alone does not establish below-market value. Investors should also distinguish a foreclosure auction from a completed lender repossession or an ordinary resale.

Foreclosures and below-market-value opportunities

ForeclosureListings.com, serving buyers since 1998, helps members research foreclosure, pre-foreclosure and bank-owned opportunities nationwide. Its Below Market Value (BMV) Homes Program also helps members request traditional, non-foreclosure properties matching preferred cities, budgets and property requirements. The property team searches for potential matches and sends results by email. Opportunities may include motivated sellers and homes needing modest updates, not just extensive renovations.

The bottom line

FHA’s rule changes matter because they affect borrower assistance and the timing and mechanics of some foreclosure sales. They do not mean foreclosure protections have vanished, nor do they guarantee tens of thousands of $20,000 homes. For buyers, disciplined property research remains more valuable than viral promises. Explore foreclosure listings and the BMV program at ForeclosureListings.com. Property availability and pricing vary; below-market value is not guaranteed.

ForeclosureListings.com • Trusted Since 1998

By Elías DaSilva | October 21, 2026

The Trump administration has revised several Federal Housing Administration (FHA) rules governing assistance for struggling borrowers and the sale of certain foreclosed properties.
