<p>The  economy of <strong>Illinois</strong> has been slow lately according to many sources, though some  business experts believe the economy is once again showing signs of improved growth  during the months ahead. A recent survey of CEOs around the United States of  America rated the state of Illinois as one of the worst states to conduct  business. Illinois was at the top 5%, rated as third on the list out of all the  states.</p>
<p>There are some business professionals  in the United States that believe Illinois is poised to lead the Midwest  portion of the United States out of the problems created by the recession. Illinois  <strong>foreclosures</strong> also declined sharply during the first quarter of 2011.</p>
<p>New ideas being  implemented to combat foreclosures in Illinois could bring difficulty to investors  trying to find the dream home they are looking for at a discount price. The  most recent statistics indicate 28 percent fewer foreclosures occurred in  Illinois during the first part of 2011 in comparison to the same period of time  in 2010. The state of Illinois is still rated tenth on the list of states with  the highest foreclosure rates, but if the experts are right, Illinois could  fall on this list in the months ahead.</p>
<p>The  rate and price of foreclosures in Illinois increased in a few cities in the  beautiful state of Illinois from March to April. Investors purchasing  <strong>foreclosure property</strong> in <a href="http://www.foreclosurelistings.com/list/IL/COOK/MORTON GROVE/"><strong>Morton Grove</strong></a>, Illinois between March and April paid  around 0.64 percent more for Morton Grove foreclosures. During the same period  of time, people purchasing property being <strong>foreclosed</strong> on in <a href="http://www.foreclosurelistings.com/list/IL/MORGAN/JACKSONVILLE/"><strong>Jacksonville</strong></a>,  Illinois paid about 2.39 percent more on average for Jacksonville foreclosures.</p>
<p>The increase in the price of foreclosure property in these Illinois cities  means buyers spent significantly more to purchase the Illinois dream home they  have always wanted.</p>
<p>The  rate and price investors paid for foreclosure property in some Illinois cities  also decreased during the period from March to April. The price of foreclosure  property in <a href="http://www.foreclosurelistings.com/list/IL/COOK/CALUMET CITY/"><strong>Calumet City</strong></a>, Illinois decreased slightly during this period, with  investors paying about 0.29 percent less for Calumet City foreclosures.</p>
<p>Over in  Carpentersville, Illinois, investors purchasing foreclosure property were  reported as paying about 4.21 percent less for Carpentersville foreclosures<strong> </strong>from March to April, which is  significantly less than some other cities in Illinois.</p>
<p>At the same time, over  in Cary, Illinois sources report that Cary foreclosures were being bought for  9.77 percent less than the average price being paid across the state. The  biggest decrease in foreclosure rates between March and April in Illinois was  reported for investors purchasing ,  with the foreclosure rates down about 10.61 percent</p>
<p>In  the latest news concerning Illinois foreclosures, a recent Illinois state  Supreme Court decision is expected to change the number of foreclosure  properties that will be available in the future. The Supreme Court of Illinois  recently put in place a fairness committee to review the way lending and  foreclosure procedures are being conducted in the state of Illinois. This news  could lead to changes in the way lending and foreclosure procedures are handled  in the future.</p>
<p>According to some sources,  this decision would make it harder for lenders to foreclose on homeowners in  the state of Illinois. This news also has investors quick to purchase  foreclosure properties in Illinois.</p>
<p>Many  buyers may feel now is the time to purchase the property they want at a cheaper  price, or else they may have to pay a much higher price in the future. This is  especially the case since the Illinois state legislature is looking into  implementing a new bill that would change the way nearby foreclosures factor  into the price of homes in Illinois.</p>

<p>While some regions are still untouched other states are bearing the brunt of the waves. <a href="http://www.foreclosurelistings.com/listings.php?state_sg=CA">California</a>, <a href="http://www.foreclosurelistings.com/listings.php?state_sg=NV">Nevada</a>, <a href="http://www.foreclosurelistings.com/listings.php?state_sg=CO">Colorado</a>, <a href="http://www.foreclosurelistings.com/listings.php?state_sg=FL">Florida</a> and <a href="http://www.foreclosurelistings.com/listings.php?state_sg=OH">Ohio</a> are heading the list. There were 39,659 <a href="http://www.foreclosurelistings.com/listings.php?state_sg=CA">foreclosures in California</a> in the month of May alone.</p>
<p>RealtTrac, a data based company says that in May the foreclosure market made a 90% jump. It was a 19% increase from what it was in April. This is the highest peak touched since the company started tracking figures from 2005.</p>
<p>In April there had been a hardly noticeable fall but that was just the lull before the storm. The foreclosure tidal wave came back with redoubled ferocity, says Saccacio CEO of RealtTrac. What is more – the worst is not yet over. Spring is the traditional time for buying.</p>
<p>So if this is the trend now, what is going to happen in the months to follow? Perhaps there are still some communities that have not yet been infected with the virus but the danger is lurking. Shadows are lengthening. This silent pressure is telling on the market and the general health of America’s economy. There are no signs of improvement but rather the situation is slipping out of control.</p>
<p>For quite sometime Americans have been wallowing in the hysteria of consumerism – flat screen television, exotic holidays, dream houses, flashy cars and luxurious renovations to old homes. Banks and finance companies inculcated the borrowing and spending psyche into the mindsets of the people so that money began to flow like water.</p>
<p>Money began to circulate like never before. Sub-prime lenders took advantage of this to rope in borrowers with low credibility into their mortgage nets, knowing fully well that they just did not have the means to repay the loan.</p>
<p>Now the financial mess is coming back to haunt the perpetrators. America is reeling under the indigestion that follows over eating and gluttony of consumerism. The ailment is getting worse. <p>The worst hit are the suburban areas. The hearts of the cities are yet to feel the pinch. But there is no doubt that temperatures are rising fast and developers are scrambling over each other to make hay while the sun shines – at least for them.</p>
<p>Statistics gives a grim picture. Since the first quarter of this year 3,605 houses in the seven-county metro regions have gone up for <a href="http://www.foreclosurelistings.com/content/foreclosures/foreclosure-auction">auctions</a>. This gives the area the dubious distinction of continuing to rank first since the previous year in this matter. The total number is more than 34,000 and that does not include 9,000 <a href="http://www.foreclosurelistings.com/content/foreclosures/foreclosure/small-homes-perfect-for-single-families.htm">single-family</a> units about to be completed and lying vacant.</p>
<p><a href="http://www.foreclosurelistings.com/content/foreclosures/foreclosure/foreclosed-condominiums-emerge-from-mortgage-problem.htm">Condominium</a> Opportunities Partners in Eden Prairie is a new group tempted to come forward to the beckoning call of rows of empty condos dotting the landscape of Twin Cities. At a guess there are bout 3,000 to 4,000 foreclosure and apprehended foreclosure listings in the seven-county metro region. For good reasons developers are trying to conceal the magnitude of the crisis.</p>
<p>The group plans to go for bulk buying of foreclosure units from the banks by offering steep discounts to the tune of 60%. Without disclosing details of the partnership the group says that more than $10 million has been invested – the funds coming from rich persons and few institutions.</p>
<p>Already they have started opening a dialogue with lenders. They anticipate that it will take quite a number of years before the market makes a turn around and recovers.</p>
<p>Studying the area, Condominium Opportunities Partners opines that two problems are at the root – overbuilding and poor designs. About six heavy weight developers are in the red and many condo projects have gone into foreclosures.</p>
<p>One cookie-cutter floor plan for all the units, expensive parking lots and thousands of square feet of unnecessary amenities like theatre rooms and libraries have driven up costs. Another reason has been wrong choice of location.</p>
<p>Condos priced at $3000,000 and $400,000 came up in areas where homes were valued at $225,000. Some of the projects were losers in all respects from the very beginning.</p>
