<p><a href="http://www.foreclosurelistings.com/list/NY/NEW%20YORK/NEW%20YORK/"><strong>New York City</strong></a> is dotted with 2,000 <a href="http://www.foreclosurelistings.com/content/foreclosed-homes"><strong>foreclosed</strong></a> units owned by the banks with currently 3,750 code violations lying unresolved. Meanwhile, banks across the state are delaying more and more <strong>foreclosures</strong> in order to avoid responsibility, according to RealtyTrac.com.</p>
<p>Senator Jeffrey Klien has accused the banks of avoiding their duties that they are required to fulfill according to the laws of the state. Housing advocates also contend that because of the banks’ procrastination the conditions of more houses are deteriorating.</p>
<p>According to a survey, the majorities of these properties are owned by Deutsche Bank. This bank is accountable for more code violations than other banks. Against the Deutsche Bank, there are 211 code violation complaints on 285 units. John Gallagher speaking, on behalf of the bank, mentioned that Deutsche Bank is only a trustee and therefore cannot be held liable for code violations.</p>
<p>He added, “However the bank takes such issues seriously and takes the appropriate action when notified of alleged violations, including contacting the loan services responsible for the property or properties in question”. After Deutsche Bank, the second bank with the most violation codes is the U.S. Bank with 163 violations.</p>
<p><strong>Fannie Mae</strong> comes third with 141 violations. The spokesperson of the U.S. Bank Tom Joyce said that although he had not seen the list compiled by Senator Klein, he thinks that since the bank is a trustee on these units it has only an administrative role to play and hence it should not be held responsible for repairs.</p>
<p>The service has to attend to these matters. However, in cases where the U.S. Bank is the service, they declare that is “…in our interest to make sure that the property is maintained”. Through making sure a property receives all the necessary repairs, a bank can find a buyer for a housing unit easily.</p>
<p>No one from Fannie Mae came forward with any comment on the matter. After a devastating fire broke out in <strong>Bronx</strong>, which claimed three lives last April, the focus has turned on the innumerable amount of <a href="http://www.foreclosurelistings.com/list/NY/"><strong>foreclosed properties in New York</strong></a> and the conditions of these types of properties. It has led Senator Jeffrey Klein and the office of the Mayor Michael Bloomberg to debate about their differing opinions about what they should do in this matter.</p>
<p>A building in Bronx was illegally subdivided with fire escape routes cut off that led to the tragedy. Inspectors had been disallowed entry. The mayor’s office contends that forcible entry is not allowed by the law of the state.</p>

<p>The market in Grand Strand is in a topsy-turvy   state. Sales are wavering and prices are plunging. <strong>Foreclosures</strong> are   high. This was observe by data released by Multiple Listing Service Sales of single residential units plummeted by 10% last month in   comparison with the corresponding period of previous year. Also sales of   condominiums have increased by 2% last month.</p>
<p>This in part could be because of a deluge of foreclosures flooding   the market. There are many <strong>short sales</strong> too. A short sale happens when a   homeowner sells a home for a lower price than what he or she owes in the   market.</p>
<p>An analyst with Coastal Carolinas Association of Realtors, Tom Maeser,   says <strong>foreclosed properties</strong> are driving down home prices. This is   happening particularly in the condominium market. The low prices of   these homes are driving sales. Maeser   said, &#8220;We&#8217;ve got to keep facing the fact that the foreclosures and   short sales are driving the whole <strong>real estate</strong> market. Until we get rid   of them we&#8217;re going to keep saying the same thing over and over again.&#8221;</p>
<p>There will be a jump in condominium sales too. Residential house   prices had been very stable. The Federal Government had announced a tax   credit for first time home buyers last year. When that credit was pulled   off, home sales had crashed. Now there are efforts to revive the tax.   However, there are other efforts to bring back stability.</p>
<p>The average price at which a home sold   dropped by 3% to around $159,923 last month. Also condominium prices   dropped. In fact, it dropped by 15% when compared to the corresponding   period of previous year. The Coldwell Banker Chicora   Real Estate, broker in charge, Rod Smith said that the market has   become sloppy. It may get stuck also.</p>
<p>There is a mixture of things   happening – while some sales are going up, some are plummeting. In a few   regions, prices have stabilized. On others, there are properties that   are taking very long to sell.</p>
<p>However, there is a silver lining too.   There are properties that have multiple offers. Also higher priced   properties are selling too. The broker-in-charge of Century 21 Boling &amp; Associates, Penny Boling, said that the company had sealed many contractual sales last May. However, there were not many new sales in April and March. Boling is also of the opinion that the market is slowly reviving. There are many investors who are paying in cash.</p>

<p>Foreclosure and flipping are once more going hand in hand. Keith   Gamble had started purchasing and selling foreclosed properties at the   monthly sales as a hobby; now he is full time engaged in it.</p>
<p>For the new brood of flippers of properties gamble is part of the   game; it is not like the boom years when profits were guaranteed as were   the increases in prices The flipper are purchasing properties at   drastically reduced rates and repairing them prior to reselling them   keeping a margin of profit.</p>
<p>Gamble, a resident of South   Carolina said, “Some people’s bad   fortune is other people’s opportunity. I know that sounds callous … I   know people doing what I’m doing at the courthouse each month –  are   there to take advantage of that opportunity, but I also feel we provide a   backstop to the market”.</p>
<p>The flippers of today are different from those of the time of the   property boom who prospered on lax regulations and lending said analyst   Tom Maeser of Coastal Carolinas Association of Realtors. When the boom   burst many of those who had flipped at that time found themselves   weighed down with units they could ill afford. This caused a bunch of   problems said Maeser.</p>
<p>Brian Liggan of <strong>Virginia</strong> Capital Realty at Richmond said the business   of buying and selling houses for profit may be lucrative but there are   risks attached. The higher the potential probability of returns, the   greater is the risk. Some thrive, some fall into a hole while others   stay even. Liggan said that the people should be fully conversant with   the mood of the market and how many of the foreclosed houses are beyond   repair. Counting these aside there are hundreds sitting on the shop   shelves in Richmond region. His firm specializes in trading in   foreclosed units. This year it has already handled 1,000 such homes.</p>
<p>During the boom years such flippers frequently purchased houses even   before they were constructed; they waited for it to be completed before   selling it for neat profits Today they are purchasing at very low   prices, attending to minimum repairs and then attempting to sell them   quickly in a weak market. The profit margin is modest but in a year they   are selling more units said Penny Boling of Century 21 Boling and   Associates at Myrtle   Beach, South Carolina.</p>

<p>In  the face of the economic downturn, the housing market has been in a tailspin  for the past several years. Drastically lowered property prices, massive  amounts of defaulted mortgages, and deceptive and sometimes illegal business  practices by home lenders have caused many to pause seriously prior to  considering making a new home purchase. </p>
<p>The  recession has produced thousands of homes that sit empty due to foreclosures.  Banks are eager to get these unproductive properties off their books, so with  home prices still low, present times can be called a buyer&rsquo;s market. However,  many of these houses have stood vacant for a considerable time, and have been  vulnerable to vandalism, being temporarily and illegally occupied by squatters,  the effects of wind and rain, and simple neglect, so the buyer often needs to  be committed and able to making substantial repairs to bring these homes back  up to code. With cash in hand, there are amazing deals to be found all over the  country. There are thousands of listings for foreclosed homes in every state,  some as low as $10,000 or less. </p>
<p>However,  the fact that many foreclosures by mortgage companies are in dispute and under  scrutiny by federal and state regulators is something that potential buyers  should consider carefully. For example, GMAC foreclosures were halted in 23  states in September 2010, although some of the states have since rescinded the  stay recently. The problem is often that the foreclosure was rushed through by  personnel which were unqualified for the job, had no idea what they were doing  as they rubberstamped forms, and often legal issues such as notary stamps were  neglected. Even worse, many of these foreclosed properties&rsquo; loans were packed  and sold to secondary companies to finish the process, so that the original  lender could recoup some of their original outlay. Frequently, it has been  discovered especially with GMAC foreclosures that essential paperwork is  missing from the files, casting the validity of the foreclosure in serious  doubt. Still, it is simple to get lists of available properties from GMAC by  contacting local GMAC realtors, and values are there to be had. If you do not  have a local GMAC realtor, most banks or real estate agencies will have  listings of GMAC foreclosures and other lenders. </p>
<p>When  buying a foreclosure, make sure the title has been researched, and prior to  actually signing or paying out any cash purchase title insurance, to guarantee  your investment is protected. With preparation, vigilance and attention to the  details, purchasing a foreclosed home can be possible, and can even be a good  investment for the future.</p>

<p>The Board of Alderman of Melrose is mulling over plans to pass an ordinance that would financially penalize lenders by imposing an annual fine to the extent of $3,000 for neglecting <strong>foreclosed properties</a></strong>. The ordinance suggestion is being given a review by Appropriations Committee of the board. Its target is to clear the neighbourhood of <strong><a href="http://www.forclosurelistings.com/content/foreclosures/foreclosure">foreclosure</strong> blight like unkempt gardens, boarded windows and stagnant pools.</p>
<p>Alderman of Ward 7, William Forbes said, &ldquo;Our goal here is not the vacant property. Our goal is to protect the rights of abutters.&rdquo;</p>
<p>Dexter Road is cursed with three foreclosed houses and the residents are worried about these eyesores. It is having an effect on all those living in the street. Joseph Arcadipane a resident on Dexter Road said that these deserted units have become a question of public safety. He said, &ldquo;We need something that will force them to maintain properties.&rdquo;</p>
<p>The suggested ordinance will be applicable to all the lenders holding mortgages. It will enable the city authorities to better track the lenders who live in outside states. The ordinance would make it mandatory for the lenders to register the empty property with the Inspectional Services Department within a fortnight of the foreclosure. A registration fee of $250 would be charged. But from then the fee scale would spike relating to how long the unit would lie vacant. The charges would range from $500 for a property kept vacant for less than a year to $1,000 for a unit lying vacant from one to two years. For those lying vacant for two to three years the charge would go up to $2,000 and $3,000.</p>
<p>The ordinance if passed would impose a fine of $300 for three types of offenses &ndash; failure to have the property registered, failure to give proper details of the management company maintaining the estate and the failure of looking after it.</p>
<p>City Solicitor Rober Van Campen drafted the ordinance and is still going over the language to ensure that it does not infringe upon state and the federal banking laws or the laws relating to the rights of tenants.</p>
<p>Peter Mortimer, the Alderman of Ward 6 and chairperson of the Appropriations Committee said, &ldquo;We want it crafted so that it will be effective. We don&rsquo;t want it to be subject to a legal challenge.&rdquo; He clarified that the ordinance would be applicable only to those units that were vacant and foreclosed and not to those <strong><a href="http://www.foreclosurelistings.com/blog/category/foreclosed-house">foreclosed houses</a></strong> that were occupied by tenants even after auction. He said, &ldquo;There are two prongs &ndash; it must be vacant and foreclosed.&rdquo;</p>

<p>The US is going through one of the turbulent phases. Unemployment is at its peak. Subsequently people are faltering on faltering on <strong><a href="http://www.foreclosurelistings.com/content/mortgages">mortgage</a></strong> payments. As a result, <strong><a href="http://www.foreclosurelistings.com/content/foreclosures/foreclosure">foreclosures</a></strong> have become common. Now the US administration has breathed new life into the decadent real estate market. It has come up with a stimulus package that will modify the mortgage amount of defaulting homeowners. Virginia is no exception. It hopes the dollars that are being pumped into the market will be able to stop foreclosures in nine counties including Petersburg and Chesterfield County.</p>
<p>Gov. Timothy M. Kaine said the state will allocate $9.4 million to help people who are reeling under the effect of foreclosures. An amount of $500,000 has been kept aside for Chesterfield while $600,000 has been allocated for Petersburg. This is a portion of the total $38.7 kept for Virginia under the Neighborhood Stabilization Program. An amount of $24 million has already been distributed by the state to renovate and sell <strong>foreclosed properties</strong> to people whose income is low or moderate.</p>
<p>The state also wants an additional $40 million under the law. Nationwide, Virginia comes 28th, where foreclosures are concerned. The foreclosure level was 2.18 per cent in the second half, as compared to the national figure of 4.3 per cent. The number of foreclosures, however, increased by leaps and bounds this year. In fact, it increased by 23.5 per cent in the last one month. Nationwide the figure was much less at 7 per cent.<br />
  Kaine observed that the federal money is not enough. It will not be able to solve the problem of <strong><a href="http://www.foreclosurelistings.com/list/WV/">foreclosures in Virginia</a></strong>. The money will help in the rehabilitation of 85 homes in the neighborhoods reeling under the effect of foreclosures. In these localities, foreclosures have affected the value of homes. In fact, home values have crashed to unimaginable depths.<br />
  The executive director of the Virginia Department of Housing and Community Development, William C. Shelton, says that the increase in foreclosures have put the other home owners at risk. County Administrator James J.L. Stegmaier, said the funds will also be used to renovate the foreclosed properties in affected areas like Omo and Iron Bridge. The foreclosure problem is much less in other regions of Virginia.</p>
<p>State housing officials also plan to use the services of the non-profit organizations for rehabilitation of the homes. Despite such efforts, it may take a while for the real estate market to revive.</p>

<p>The American economy has been one of the worst states this country has ever seen. With unemployment at its peak, people do not have the resources to pay off their <strong>mortgage</strong> bills. Subsequently, banks have been taking over houses left and right, which has <strong>foreclosed homes</strong> to rise in places like <a href="http://www.foreclosurelistings.com/list/TX/COLLIN/NEVADA/"><strong>Nevada</strong></a>, <a href="http://www.foreclosurelistings.com/list/CA/"><strong>California</strong></a> and <strong>Michigan</strong>. However, the worst thing of all is that foreclosed homes are empty now because owners have fled from them.</p>
<p>Maintaining <strong>foreclosed properties</strong> is a difficult proposition but has become good business in recent years for people like Matt Johnson. Of course, it leaves his hands dirty most of the time.</p>
<p>His company – Tri-County Property Preservation – maintains foreclosure homes on the behalf of major financial institutions. He, along with his five other employees, remove snow, cut grass and carry away the trash that is left behind after owners leave their homes. The company also treats pipelines and defrosts them in the winter. Besides the company’s other onerous duties, they have to make sure vacant properties are kept clean all the time.</p>
<p>Johnson says the job of cleaning and maintaining vacant properties can be quite disgusting as well. There are some vacant homes whose carpets have been stripped off, lights in the homes ripped apart and the heating system pulled out of the circuit. Almost everything that needs to be fixed can be found inside a foreclosed home.</p>

<p>Johnson charges a fee of $35 to $50 to mow lawns, $35 to $50 for removing snow and $400 to $450 for removing garbage in a 10-cubic yard area. There is much competition in his field of work and he has had to cut down on prices in order to stay in the competition. Last month, his company maintained nearly 500 foreclosed homes in Clinton, Ingham and Eaton counties. However, he expects the number to climb down to nearly 300 this month. The decline in <strong>foreclosures</strong>, Johnson says, can be attributed to the 90-day ban on foreclosure filings in March. “With the freeze on foreclosures currently being lifted, there will be a rise in inventory now”, Johnson says.</p>
<p>In <strong><a href="http://www.foreclosurelistings.com/list/MI/">Michigan</a></strong>, <strong><a href="http://www.foreclosurelistings.com/list/FL/">Florida</a></strong> and <strong><a href="http://www.foreclosurelistings.com/list/AZ/">Arizona</a></strong>, maintaining foreclosed properties is big business for many people. These three states have been hit hardest by the foreclosure blight. Property Shield proprietor Scott O’Berry says his company often gets notices to maintain 12 foreclosed properties overnight. After all, vacant homes are the favorite hunting ground of thieves, vandals and sometimes even animals.</p>
<p>O’Berry also believes that foreclosures usually have a bad impact on neighborhood’s housing values. His company, which consists of 45 people, charges $3,500 for the maintenance of each property they take on.</p>

The consequences are there for everyone to see – banks taking over the <strong><a href="http://www.foreclosurelistings.com/content/foreclosures/foreclosed-properties/foreclosed-properties-not-being-maintained.htm">foreclosed properties</strong> and the owners fleeing them. As a result, neighborhoods with vacant  houses are a plenty in various counties. Crime is rampant in these  neighborhoods. But now certain neighborhood associations are trying to  give a facelift to these decadent areas.</p>
<p>Brown Kinloch says how Phoenix Hill area had once sported ugly rows  of vacant houses. Crime thrived in the area but now the unsightly plots  wear a new look, thanks to the neighborhood association. Even a small  playground and a park have come up in the area. That gives the  much-needed touch of green to an area that had degenerated into an  abandoned neighborhood.</p>
<p>Kinloch, a renewable energy developer, says people were given to  believe that new housing cannot be built inside Louisville. “But we  have proved that it is not true. If the houses are affordable they can  be sold too,” says Kinloch.</p>
<p>Not only Louisville, efforts to rebuild neighborhoods are on in several areas like <strong><a href="http://www.foreclosurelistings.com/list/PA/PHILADELPHIA/PHILADELPHIA/">Philadelphia</a></strong>, Pittsburgh, Cleveland and Detroit.  Local governments and community groups are working hand-in-hand to buy  land. They are also tearing down old buildings and erecting new ones in  their places. Sometimes, a speck of green is being added to attract  business into the area. Such welcome signs are becoming common now.</p>

<p>However, giving a new touch to a degenerated area is not an easy  task. Above 1.2 million homes were <strong><a href="http://www.foreclosurelistings.com/content/foreclosures/foreclosed-homes/the-steps-of-a-foreclosed-home.htm">foreclosed</a></strong> in 2008. This means there  is a vast stock of bank-owned spaces in the market that has caused  housing prices to dip. As people lost jobs, crime became rampant in  many neighborhoods, says Alan Mallach, a non-resident senior fellow  with the Brookings Institution.</p>
<p>Now the National Vacant Properties Campaign wants to pull out the  areas from decadence. Both the government and private properties have  joined the fight to reclaim cities. According to the group, there are  millions of vacant properties in the region. Another million will be  added soon as foreclosures keep on increasing. Mallach says that there  will not be a turnaround in this situation soon. Louisville still has  many abandoned homes and vacant plots.</p>
<p>Still efforts to renovate properties are on in full swing. The  demolition budget has been doubled in Pittsburgh. The task is no doubt  a big one in a city that has about 6,000 vacant houses and 24,000 plots.</p>

<p><strong>Foreclosures</strong> are having a mixed impact on shares at Home Depot and Lowe according to  the top executives of both. It is of importance as new data about  increasing pace of foreclosures is rolling in. The shares of Home Depot  (component of Dow) traded down 3.0% at $22.63. The shares of Lowe fell  by 3.4% and traded at $18.97.</p>
<p>The general pattern is that sales of Lowe dropped as <strong><a href="http://www.foreclosurelistings.com/content/foreclosures/foreclosure/foreclosures-increase-first-quarter.htm">foreclosures  increased</a></strong>. At a conference of investors the chairperson and CEO of Lowe  Robert Niblock said that with the rise in foreclosures repairs and  refurbishing work for all practical purposes ceases. He said, “It&#8217;s not  uncommon for that home to be neglected or have fixtures taken out”  while the house is in foreclosure. To sell it work has to be put in  later after the process is over and the banks have repossessed the unit.</p>
<p>The commercial business houses engaged in this sort of work will  benefit from it. The lenders hire contractors to attend to the painting  and lighting. Niblock added “We&#8217;re trying to make sure we garner our  share of that business.” Niblock explained that when the house is sold  it becomes like any other property and loses the special foreclosure  stamp about it. Both the officials opined that the effect on total  sales depends upon the houses entering and exiting into and from  foreclosures. Niblock analyzed, “If you have more foreclosures coming  into the pipeline, it&#8217;s probably a net negative.”</p>

<p>Home Depot officials said they are aggressively trying to be  involved in the post-foreclosure renovation jobs. Its chairperson and  CEO Frank Blake speaking at a meeting of shareholders said, “When  houses are sold out of foreclosure that is a great opportunity for Home  Depot.” Blake commented, “Unfortunately, in a lot of the key areas of  the country, you actually see more [homes] going in [to foreclosure]  than coming out.”</p>
<p>According to a recent survey conducted by Mortgage Bankers Association – the National Delinquency Survey shows that the  retailers are apprehending an increasing negative impact in some areas.  As per its findings 12.07% of the mortgage borrowers were lagging  behind in their payments – it being the highest since the long 37 years  that the association has been conducting survey.</p>
<p>Borrowers who were hitherto considered to be safe are now showing  stress signs – thanks to the effects of recession and unemployment.  Today it is not so much the sub-prime borrowers but the majority of  defaulters are from the prime category of loans.</p>
