<p>Two noted Gold Coast development sites under Mark Hunt of <a href="http://www.foreclosurelistings.com/list/IL/COOK/CHICAGO/"><strong>Chicago</strong></a> are being sued for unpaid loans amounting to $50 million. <strong>Foreclosure</strong> is imminent. One of the sites is the shut down Esquire Theatre. Two suits have been filed.</p>
<p>Anglo Irish Bank Corporation is targeting collection of $33.2 million for the Esquire area that covers half an acre on Oak Street. Hunt had originally planned to pull down the 1930 theatre and build a boutique hotel. The Esquire Theatre was noted for its vertical neon marquee. With the failure of this plan Hunt reversed gear and attempted to build a retail development complex. But that plan too got bogged down. The bank now complains that Hunt has failed to pay the loan that was originally $32 million. It became mature on 26th March 2009. The suit was filed this month of August in <strong><a href="http://www.foreclosurelistings.com/list/IL/COOK/">Cook County</a></strong> Circuit Court.</p>
<p>Another suit was filed by Anglo Irish Bank on the site of what was once the Cedar Hotel on Straight Street. The property owned by Hunt is largely empty. The bank is seeking to realize about $18.7 million. Hunt planned to construct a ritzy hotel on the location but the deal with Morgans Hotel Group fell through in 2008 due to the worsening financial situation. The loan does not mature till 3rd October but the bank says that Hunt has defaulted in paying off three of the liens on the estate amounting to $1.26 million.<br />
  Barry Schain of Next Realty LLC of Northbrook said, &ldquo;The banks, when they smell blood and see things start to go bad, they don&rsquo;t want to be the last ones holding the bag.&rdquo;</p>
<p>Hunt cannot be contacted and messages left for him are not being returned. Hugh McNally of Anglo Irish refrained from comments.</p>
<p>For Hunt the founder of M Development LLC based in Chicago the year has been rough and tough with the latest blow coming from the twin <strong>foreclosures</strong>. He is facing another law suit of $13.5 million on a retail project in Lincoln Park. The president of M Development Jeffrey Shapack resigned from the firm earlier this year in summer.</p>
<p>Last month there were signs that the Esquire project would see some hope when Endeavor Cos said it would auction off a stake on the property in Oak Street to collect debt amounting to $2.9 million. The investment of Endeavor was akin to a second mortgage &ndash; otherwise known as a mezzanine loan.</p>

<p>There has been a dramatic increase in <strong><a href="http://www.foreclosurelistings.com/foreclosure-videos/">foreclosures</a></strong> in <strong><a href="http://www.foreclosurelistings.com/list/IL/COOK/CHICAGO/FORECLOSURE/">Chicago</a></strong> during the first quarter of 2009. The sub-prime mortgage crisis is not connected with this new flood. The reason is massive job  losses that have compelled borrowers to default in their mortgage  payments and suffer foreclosures. In the first quarter of the current  year <strong>foreclosure</strong> postings spiked and increased from 25% in the last quarter of 2008 to  70% this year. The data has been compiled by Woodstock Institute. It  showed foreclosures jumping in the counties of DuPage, Kane, Lake and  Will.</p>
<p>In Chicago metropolitan region the foreclosure postings have gone up  by 6% touching 17,819 – the highest since the start of the foreclosure  crisis from the latter half of 2006.</p>
<p>Geoff Smith of Woodstock said that sub-prime is no longer the prime  reason for the mortgage delinquencies. The borrowers are failing  because of loss of jobs and the recession.</p>
<p>When the sub-prime mortgages were the main factor, the foreclosures  were mostly noted in the poor localities of the city. Here predatory  lending had been rampant among the vulnerable residents. But now  foreclosures are targeting the middle class where the borrowers had  mostly taken prime mortgages.</p>
<p>Pundits of the mortgage industry believe that the <strong><a href="http://www.foreclosurelistings.com/list-state/">foreclosure list</a></strong> in  Chicago will continue to grow if the unemployment issue remains  unsolved. More foreclosures mean more trouble for <strong><a href="http://www.foreclosurelistings.com/content/real-estate/real-estate-values-how-to-get-into-them.htm">real estate</a></strong> market in the metropolitan zone of Chicago. This in turn will see more vacant  and derelict houses dot the suburbs causing dislocation of social and  family life.</p>

<p>Dona McQuade of Realtor Association of Fox Valley said the  foreclosure problem has been allowed to grow unchecked in Chicago. But  it is gaining such proportions that the residents and administration  has to bestir themselves if they want to survive. Statistics indicate  that one out of every five homes has been listed for short sale. It  indicates that the mortgage has gone underwater with the borrower owing  more than the worth of the house.</p>
<p>The counseling agencies are also complaining that the numbers of  cases they have to handle have sharply increased. Most of these deal  with financial problems.</p>
<p>The shift in focus from sub-prime mortgage to unemployment does not  bode well. The administration has been trying to change the banks alter  interest rates and other terms of mortgages but without jobs the  borrower cannot pay under any condition. Thus unemployment is the prime  issue if any serious attempt is to be made to solve the housing crisis.</p>

			<content:encoded><![CDATA[<p>Those who are planning to buy a house today should get set to hard digging for diamonds in <strong>foreclosure</strong></a> mines. The first requisite is a good credit history. There is much talk going on about the mounting number of <a href="http://www.foreclosurelistings.com/content/foreclosures/foreclosed-properties/foreclosed-properties-owned-by-lenders.htm"><strong>foreclosed</strong> houses begging to be sold at discounts but before being carried away it is well to consider some basic points – the potentials of the properties and the resources of the buyer. The two must match.</p>
<p>In May the number of foreclosed houses shot up to 9,670 in Illinois according to RealtyTrac. It calculated to a 15% hike from April and a jump of about 42% from April 2007. The figures include the properties in various stage of foreclosure starting from default to court auction notices and ending with bank repossessions.</p>
<p>The list of foreclosure postings is practically unending – there is so much going around that the buyer and easily afford to pick and choose. But Susan Sirles Fidler a realtor working with Re/Max had a word of caution. The stuff seems to be almost free but the condition is such that perhaps the arms and legs of the units have been amputated and have to be put together to make it viable – no mean job. So the buyer has not only to be wary but has also to be smart to be sure that the joints of the house are not falling apart before pitching in.</p>
<p>Among the many first time nest builders is 22-year-old Krystina Pratt of <a href="http://www.foreclosurelistings.com/lview.php?city=CHICAGO&#038;county_name=COOK&#038;state_sg=IL"><strong>Chicago</strong></a>.  She was surprised going through the inventory at the sheer contrast before her. Some houses were in superb condition while many others were covered with mould and leaking water – could hardly stand up straight. The shattered windows and graffiti were clear indications that squatters had played ball with it. Many of the fittings and fixtures had been yanked off. Finally she waited till winter was over to start searching again. This time she decided on an 1878 house in Grand Central Crossing.<br />
Although it had been lying vacant for over a year this one had not been boarded up. There were neither broken windows nor graffiti. The plumbing was missing but the some items like water heater, kitchen cabinets and other woodwork were in shipshape condition. She offered $45,000 against the asking price of $44,900 to be sure that she was not refused. Here experience helped her because previously she had lost on two bids because others made cash offers.</p>

Hasten is optimistic about raising $350 million. Since the past few years a number foundations and large corporate bodies have already come forward. Now the focus is on individuals. </p>
<p>The project is drawing attention. Forty nine year old David Farr is a resident of Ravenswood. He is by profession an architect and planner working for environmentally sustainable ventures. The online banking account attracts him for two reasons. He has a penchant for ShoreBank and secondly he is averse to going personally to banks. The idea of leaving his desk is anathema to him. So the basic plan of getting transactions operable through the computer is definitely interesting and likable.</p>

The situation is so alarming and grim that the state’s attorney general, Miller, has set up a hot line and sketched out a plan of action to help borrowers negotiate with the <a href="http://www.foreclosurelistings.com/content/foreclosures/foreclosure/the-definitions-and-types-of-lenders.htm"><strong>lenders</strong></a> for new terms. </p>
<p>It is reminiscent of the 1980 farm crisis when <strong>lenders</strong> honed in on farmers with <strong>foreclosures</strong> leading to a slump in the agricultural sector. At that time a private non-profit group acted as middlemen and saved many farms from <strong>foreclosure</strong>. Today also Miller is following the same strategy and working out a plan with house loan companies and the borrowers for alternatives.  </p>
<p><a href="http://www.foreclosurelistings.com/listings.php?state_sg=IA">Iowa</a> ranks fourth among the highest foreclosure rate at 8.6%. Reliable data releases show that 30,616 sub-prime <strong>loans</strong> had been served notices and over 2,600 were in the middle of the process. 11.8% had gone into delinquency and 14.5 had crossed the time limit for making up dues. </p>
<p>Miller anticipates worse days ahead and points the accusing finger at the sub-prime market for being the prime suspect. Borrowers are traumatized when overnight monthly payments somersault to more than double. Sub-prime lenders had resorted to predatory tactics by falsely appraising property values and offering financial gratis to tempt borrowers. Many states have now clamped down prohibitory orders on such unethical methods. </p>
<p>The lenders too are in a soup with so many units going into foreclosure. So the best way is to establish links between the two ends of the pole says Thompson the director of Iowa Mediation Service. The best way will be to bring into effect a new agreement by which the lender <a href="http://www.foreclosurelistings.com/content/foreclosures/avoid-foreclosure">avoids foreclosure</a> expenses and other allied losses.  </p>
<p>Miller has set into motion a task force comprising of 10 personnel to communicate with <a href="http://www.foreclosurelistings.com/content/mortgages"><strong>mortgage</strong></a> servicing companies and other investors so that the loan is modified to feasible levels and put a brake on foreclosures. Meetings will be held this month in Iowa and next month in <a href="http://www.foreclosurelistings.com/lview.php?state_sg=IL&amp;county_name=COOK&amp;city=CHICAGO" >Chicago</a>.  </p>
<p>The steps taken on the national level is a repeat of the Iowa experiment. Behind it is the acknowledgement of the fact that borrowers, lenders, investors as well as the mortgage companies all have their own interests at stake in this matter of foreclosures. The appeal is to the ethical self-interest of all parties concerned. The government too has its own axe to grind.  </p>

<p>Mayors in the <a href="http://www.foreclosurelistings.com/lview.php?state_sg=IL&amp;county_name=COOK&amp;city=CHICAGO" >Chicago</a> region consisting of 272 members recently held a meeting and came up with viable suggestions like opening web sites to connect sufferers with licensed counselors.  The local officials were looking at the problem from the angle of police and fire protection. How far that would get at the root of the problem is a moot question.  </p>
<p>The problem has now taken on national jumbo proportions with 179,600 reporting of foreclosure filings in July. It is touching not only the dispossessed but also indirectly the entire area. Overgrown lawns, pending property taxes and other ills are penetrating each level of the socio-economic structure. The municipalities should see into the matter for sake of their own interests. The least the federal department concerned with housing and urban development can do is to connect the house owners with certified help agencies and hotlines.  </p>
<p>In this matter the village hall has an important role. Psychologically the distressed will find it more comfortable to approach the latter rather than contact an impersonal faceless <a href="http://www.foreclosurelistings.com/content/mortgages"><strong>mortgage</strong></a> broker.
